The rate-distortion function R(D) tells you the minimum number of bits per symbol you need to encode a source while keeping the average distortion below some level D. It captures a fundamental tradeoff: if you're willing to tolerate more distortion in your reconstruction, you can compress the data more (use fewer bits), but if you want higher fidelity, you'll need more bits. Mathematically, it's found by minimizing the mutual information I(X;Y) between the source X and reconstruction Y over all conditional distributions p(y|x) that achieve distortion at most D. The rate-distortion function is essentially the inverse of the channel capacity concept—instead of asking "how much information can I send reliably?", you're asking "how much can I compress while staying acceptably accurate?"
