The nested control-systems rule: meet a failure at its own layer

From Matt's Nested Control-Systems Framework: regulation is a stack of layers, and the layers do not compete — they nest. Two validity rules follow, and the engine checks them. First, a failure at a high layer (say the executive-autonomic control loop, L4) cannot be fixed from below — an intervention must reach that layer or above. Second, if you claim a shifted set-point, you must NAME the biological mechanism; a set-point drift with no stated mechanism does not hold. Falsifiable by construction, not protected by complexity. Worked & sealed by the engine — an L4 failure is met at L4 (≥ the failing layer), not by L1/L2 alone · a set-point drift holds only if its mechanism is stated. [HOLDS; open the seal to re-check.]
